卫计委多举措解决“千儿半医”问题-搜狐新闻  随着“全面两孩”政策的落地,儿科医疗保健的“供需矛盾”正逐渐凸显。《经济参考报》记者从2月24日召开的国家卫计委新闻发布会上获悉,我国每千名0-14岁儿童儿科执业(助理)医师数为0.53人,低于世界主要发达国家,儿科执业(助理)医师存在较大缺口。   据初步统计,我国0-14岁儿童总人数约2.3亿,占全国总人口数的18%。医疗机构儿科执业(助理)医师数约为11.8万人,每千名0-14岁儿童儿科执业(助理)医师数为0.53人,也就是说,目前平均1800多个儿童有一个儿科医生。   事实上,儿科执业(助理)医师存在较大缺口,与发达国家存在一定差距,美国、加拿大、日本三国每千名人口儿科医生数量为0.85-1.3人,比如美国儿科医生比例达到1.6/1000,与儿童医疗卫生服务需求存在差距,特别是实行“全面两孩”政策后,儿科医疗保健需求将更为迫切。   不仅如此,儿科具有职业风险高、薪酬待遇低、医患矛盾多、工作时间长、负荷重等特点,长期以来儿科医疗服务价格和薪酬待遇与其职业特点不相符,儿科医务人员流失较多。据介绍,医疗机构儿科执业(助理)医师日均承担的门诊人次数约为17人次,是医疗机构其他执业(助理)医师工作量的2.4倍;年均承担的出院人次数近200人次,是其他执业(助理)医师的2.6倍。   为了解决儿科医疗资源短缺问题,国家卫生计生委医政医管局副局长焦雅辉表示,目前卫生计生委正会同发改委、财政部、教育部、人力资源社会保障部等相关部门研究有关政策措施,共同做好儿童医疗卫生工作。主要考虑采取以下几方面措施:一是完善儿童医疗服务体系。二是加强儿科医务人员培养。三是开展儿童健康管理,促进儿童预防保健。四是完善价格、薪酬等激励机制。   焦亚辉表示,当下为缓解儿科供需紧张,卫计委加大了对儿科医生转岗培训、推行分时段预约诊疗以及分级诊疗、远程医疗、对口支援的支持力度。去年底,卫生计生委还召开现场会推广北京儿童医院非急诊预约诊疗、开展分级诊疗和组建医院集团、医疗联合体的经验,期望通过优质医疗资源下沉等做法在近期缓解儿科供需紧张的情况。此外,卫计委还在会同相关部门研究制定有关政策,从全方位体系的建设、人才的培养、增加职业吸引力方面,提出相关的制度和保障措施。相关的主题文章:
